Here's a list of the Top 10 Shinobi who I think were the most skilled in the series.
Now, before I continue, I'd like to remind everyone that this is a list of the most skilled Shinobi in the Narutoverse, not the most powerful.
So without further ado, let us begin.

10. Shikamaru Nara

This guy is truly a genius, his tactics and the way he calmly handles any situation is remarkable.
He was the only Genin in the Chunin Exam who got promoted to Chunin. He also served as an advisor to Kakashi Hatake and Naruto.



9. Tsunade

Tsunade aka slug queen, one of the Legendary Sannin. She was the best medic ninja of all time, her medic ninjutsu could heal any wound and could even break strong Genjutsu like Tsukuyomi, her physical strengths were off the charts.
She fought Madara one on one and her punches were heavy enough to crack Susanoo(not perfect).



8. Itachi Uchiha

Itachi was the strongest Genjutsu user in his clan after Shisui.

He graduated at the age of 10 and become Anbu at 12 which made him the youngest Anbu member of all time.

He effortlessly defeated Kakashi by putting him under his Tsukuyomi. He was so good at using Genjutsu that he could put someone under his Genjutsu without making an eye-contact.

He sacrificed his whole clan for the sake of the village and joined Akatsuki as a spy.

"He died at a young age but he accomplished many things at a very young age."

7. Kakashi Hatake

Kakashi Hatake aka Kakashi of the Sharingan and copy ninja Kakashi. He mastered over 1000 Jutsus. He was genin at the age of 5, Chunin at 6 and Jonin at 12.he also joined Anbu and served the village. He created his Jutsu "Chidori" at the age of 12.

He was so skilled that even his enemies respect him.

6. Jiraiya

A toad master, one of the legendary Sannin and the rival of Orochimaru.

He wasn't talented like Orochimaru but through his hard work and dedication, he was at the same level as Orochimaru. He mastered the sage Jutsu and could summon several toads.

He was a great master that all of his students became an S-rank Or kage level shinobi. 

Minato Namekaze, Nagato, Konan, and Yahiko are a huge example of it.

"He once sealed Amaterasu (inextinguishable flame)."

5. Minato Namikaze

A legendary Hokage who sacrificed himself for the sake of his village.
He was known as the fastest ninja of his time.his speed was so fast that he earned a nickname of yellow flash of the hidden leaf. He once defeated an army of 1000 shinobi in the blink of an eye using his flying thunder god technique.
He was impressive with his sealing Jutsu. He successfully sealed the half of the Nine-Tails inside him using Reaper Death Seal and other half inside Naruto using Eight Trigrams Seal.



4. Hiruzen Sarutobi

He was the third Hokage of the village hidden in the leaf or Konoha.
He was stated as the god of shinobi. He could use all 5 nature of chakra easily. He has mastered every single Jutsu known in the hidden leaf. He was considered as the strongest kage of his time. we don't know much about how strong he was at his prime but even at old age he successfully sealed the soul first two Hokage and Orochimaru's hand at the same time in Chunin arc.



3. Orochimaru

Most of you guys already knew that this guy would be on top 3.
the reason is simple, that this guy is on whole other level when it comes to the skills. he mastered the reanimation Jutsu and could summon several snakes,and almost attained immortality. Even though we know how skilled he is but still we have no idea how strong he is.the only fight he fought seriously was against 4 tail Naruto and he knocked down Naruto without his hands because his hands were sealed by Hiruzen Sarutobi.



2. Madara uchiha

Madara Uchiha was the strongest shinobi after Hashirama, his name remained known even after his death. He was considered as the legendary Uchiha. His visual prowess was strong enough to control a tailed beast.
He was the first Uchiha who awakened Mangekyou Sharingan, eternal Mangekyou Sharingan, and Rinnegan.
He mastered every Jutsu of Uchiha clan even the forbidden one like Izanagi and Izanami. His fire style Jutsu was strongest in the series and after getting Hashirama cells he was able to use wood style as well.



1. Tobirama Senju

He was the 2nd Hokage and he was also the creator of overpowered Jutsus like flying thunder god, shadow clone Jutsu, reanimation Jutsu, and many water style Jutsus, etc.

He was the strongest water style user and known as the fastest ninja of his time.

His tactics and strong sensory skills were on god level. 

He was the one who brought the concept of the will of fire, established the leaf police force and Anbu, academy, etc 

he did a lot for the village in his tenure.

"Hashirama may have found the village hidden in the leaf but Tobirama was the one who built its infrastructure."
