Here's a list of the Top 15 most underrated characters in Naruto who I think were the most underrated in the series.
So without further ado, let us begin.

15. HAKU

Haku was one of the best-written characters in the entire Naruto series. He may not seem strong now, but back when he appeared in the series. He was a big deal. It was the first time we saw someone performing a one-handed seal. Zabuza even said that "Haku could be stronger than Kakashi".

14. SHINO ABURAME

Shino was one of the most unique characters in the series. His unique techniques and fighting style made him the most interesting character in the Chunin arc. we don't know much about his ability because we didn't see him much in the entire series.

13. ROCK LEE

He was one of the strongest Genin in Naruto. He beat Naruto And Sasuke without breaking a sweat and might have injured or killed Sasuke badly if that turtle didn't interfere. He surpassed all the Gennin, the moment he opened up 5th Inner Gate against mighty Gaara. but after that fight, this character gets nerfed.

12. NEJI HYUGA

A Hyuga Prodigy, He was said to be strongest in the Konoha eleven. He mastered his Byakugan at a very young age. His taijutsu skills were way better than Lee's.Once, He beat Lee in taijutsu without activating his Byakugan. He even mastered the Rotation on his own, which was a forbidden Hyuga technique. He was a Great character but got nerfed because Kishimoto was more interested in Uchihas.

11. HIRUZEN SARUTOBI

Hiruzen Sarutobi was said to be the strongest Kage of his time even when he was at the age of 70 or more. We have no idea how strong he was at his prime. He mastered all the Jutsus of the Konoha even the forbidden ones. He, successfully sealed away the first two Hokage and Orochimaru's hands as well even when he was holding back most of the time during the fight.

10. KIMIMARO

Kimimaro appeared in the Sasuke retrieval arc. He was so strong that he single-handedly defeated the sound four. He almost killed Naruto but lee saved Naruto then, Lee was about to be getting killed by Kimimaro, but Gaara saved him. Kimimaro goes toe to toe against Gaara but because he was ill he lost the fight otherwise he would have killed Gaara and Lee right there.

9. KABUTO

Kabuto was one of the strongest characters in the series. In the first half, he was just a henchman of Orochimaru. But when Orochimaru gets absorbed by Sasuke. Kabuto was free to move and then he became stronger than ever by stealing Orochimaru's power and learned the sage mode. He was also the best medic ninja in the series after Tsunade.

8. DEIDARA

Deidara was an S-rank missing-nin from Iwagakure. During his time in the village, he was a member of the Explosion Corps. After defecting from the village, he was forced into Akatsuki and was its youngest member. He effortlessly beat Gaara in Naruto Shippuden.

7. SASORI

Sasori was a ninja that betrayed the Hidden Sand Village and joined Akatsuki, Deidara being his partner. He was a master of puppeteering, his choice of fighting style. His former partner in the Akatsuki was Orochimaru. He killed the Third Kazekage and turned him into a human puppet. 

6. HIDAN

Hidan is an S-rank missing-nin who defected from Yugakure and later joined the Akatsuki. He attained Immortality There, he was partnered with Kakuzu, despite the two's somewhat mutual dislike of each other. He was also the second newest member of Akatsuki at the time of Tobi's introduction.

5. KAKUZU

Kakuzu was a rogue ninja from the Village Hidden in the Waterfall who became a member of the Akatsuki. He steals hearts from his victims in order to remain alive and achieve a near-immortal lifespan. He fought against Hashirama and survived and was like un-harmed, something that even Madara was barely able to do.

4. GUREN

Guren appeared in a filler arc. She possessed the unique Crystal Release Kekkei Genkai which was beautiful and dangerous at the same time. 

3. HANZO

Hanzo was the leader of the Rain village and considered as the strongest Shinobi of his time, after Hiruzen Sarutobi. In the 2nd Great Ninja War He single-handedly defeated Orochimaru, Tsunade, and Jiraiya. And he was the One, who named them 3 Legendary Sannins. When Jiraiya heard that Hanzo has been killed by pain, his reaction was enough to give us an idea of how strong Hanzo was.

2. SHISUI UCHIHA

Shisui Uchiha was a young and talented Shinobi. he was also known as the"Shisui of the Body Flicker". Danzo used to consider him as the strongest of Uchiha. He awakened the Mangekyou Sharingan at the age of 7 after witnessing his friend's death. He also had Kotamatsukami which was the strongest genjutsu after Infinite Tsukuyomi. Danzo took his one eye and he gifted another eye to Itachi, then committed suicide. It was his eye's power, that Itachi was able to break through Kabuto's reanimation.

1. IRUKA

Iruka wasn't a strong Shinobi but he was the most important character in the series. He was the first person who saw Potential in Naruto and deeply cared for him. We've never seen him fighting in the series but he surely can't beat any of the villains.
